USPS/eBay listed weight greatly exceeds actual weight. Retro billing for more shipping costs.

Question

I shipped a single Wilson Gap Wedge from Dallas to San Mateo, CA in a 4"x4"x"36 package with paper wrapping. Actual weight was 2 lbs. I have received a note that additional eBay/USPS shipping costs are due for a shipping weight of 17 lbs. My attempts to file a complaint to USPS on their automated website has failed several times. How can I bypass the automated call/website steps to reach a person that can appropriately evaluate my objections to the inaccurate shipping weight and costs?

@wydunn007 There are surcharges for long packages and also for irregular shapes.

USPS charges a nonstandard fee for packages with a length exceeding 30 inches. For items measuring 36 inches, a surcharge of $21.00 applies to Priority Mail and Priority Mail Express. For USPS Ground Advantage, the surcharge for items over 30 inches is $10.00. These fees apply when the longest side exceeds 30 inches.
