USPS verified the shipping address is not same as mine. How to dispute not receiving claim?

I purchased an item and the seller provided tracking number a few days later. But I did not received the package. By contacting Ebay on this problem, Ebay decided that since the seller provided tracking number, therefore, the case is closed without issuing refund to me. I contacted USPS and they told me that the shipping address on the shipping label is not my address.

How do I appeal this case to Ebay?

Your best option is to contact eBay CS via social media channels - they're aware of this tracking scam.

You need that in writing from USPS that it was not delivered to your address.Only use Private DM/PM Messaging - do not post your account info publicly.
Give them your User ID, your real name/address/country, the email attached to your account, Item #, Case # if applicable, and explain the issue in detail.
They usually respond in a day or two.
