USPS Shipping Refund

Question

After selling an item, I created and paid for international shipping through Ebay. I later discovered that I used my address on the west coast, instead of where I currently am located. I then corrected my address and printed out the second label. Per Ebay, I went to " Track and manage shipments" - "Actions" then "Cancel Label". It then sends me to a page that says the following, and then just takes me on a loop again and again.

Kinda Crazy.
