If they denied the claim, there must be tracking that shows delivery. If the delivery zip matches the uyer’s payment, you are not responsible for the package.
If tracking shows delivery, the buyer should go to their PO with the tracking # and ask the clerk to look up the delivery. The scanners have gps, so they can see exactly where the package was delivered. If mis-delivered, the carrier should try to retrieve the package.
If correctly delivered and stolen from the buyer's property, it is up to the buyer to file a police report and a home insurance claim, if applicable.
Our post office makes us use the kiosk and drop off the package in the bin. The tracking number was never updated beyond “usps expecting item for mailing (Self Service Kiosk)
I opened a missing mail request in November/December for two items. I got an email from USPS stating that they exhausted all efforts to find it. After that I filed a claim. For one item it let me file. I got a claim denial letter stating that the package was never processed “package acceptance†in their system.
the other item was one day out of the 30 day application window for a claim. Instant denial.
as a lesson learned, I take a Photo of all my packages in the bin before I lift the handle and send the pancake on its journey. (I hope it helps in the event there is another missing package). Recently, I am not the only one suffering this fate. The processing facility in Missouri City, Texas has lost tons of mail packages from what I read on the news sites
I have also heard about the problems at one of the large TX facilities. I'm sorry there isn't anything else to suggest - you have used all of the available tools for that shipment.
You might try talking to your post master and ask if they would consider scanning packages as accepted, at least until the sorting center is running smoothly. Ask if they will scan a SCAN form for you - tell him/her that you need the acceptance scan for eBay (true - if you get the acceptance scan, the shipment won't be marked late, no matter how long it takes).
POs are supposed to scan the SCAN form if you present one - there might be a way to complain if they refuse.
If they agree to the SCAN form, reply back and we can explain how to produce one.

Mentor2 years ago@lasellerellestx maybe use the free USPS pick option so your pkgs get scanned as 'picked up' which proves the pkg is in USPS system
