It sounds like you may be making an error in the package weight and/or size. Packages are scanned at the regional hubs, and if there is a discrepancy in the weight, package size, or class of service selected (for example, you used a flat rate carton with weight-based shipping or vice versa), you will be charged for the postage under-payment.
In the email you received about the undercharge, there are instructions for disputing the charge if you know it is incorrect.
