USPS delivered the buyers item to wrong address
I bought a USPS shipping label through eBay and the delivery tracking shows it was delivered a few days ago to a parcel locker. The buyer messaged saying the item was delivered somewhere but not to her. What's steps do I take to remedy this? Do we pursue through eBay or USPS for the item value refund?
