Yes, you will need to refund your buyer. Have them hang on to the item & packaging.
File a claim with USPS: https://www.usps.com/help/claims.htm
They might say that the item was inadequately packaged.

Mentor2 years agoTell the buyer you can't proceed unless photos are sent so you can file a claim. When the buyer files a Returns Request with ebay, ebay will ask for photos.
