Used to have option for flat rate bubble envelope, but never appears as choice now

I can choose many options when creating my listing, but not flat rate bubble mailer. My customers donâ€™t want to pay $15 for items over 1 pound, but it is only option.

You need to enter dimensions that will fit in the flat rate products, then you will see them as an option. For the bubble mail and small box, I use a height of 1â€.
