Use My Cash To Purchase
I have $7.07 in my sellers account. Can that be transferred to use to make a purchase on Ebay ?

You need to see if you can enroll in spendable funds. It is not yet available site-wide.
Go to your payment account to see if there is a box ‘shop when your buyers do’ with the sign up link. If not, then you are not eligible at this time.
