US buyer completes customs forms and pays for shipping an item from a seller in UK
The UK seller does not want to fill out customs forms and arrange for shipping an audio amplifier to the US. As the US buyer, can I set up customs and shipping for the UK seller through eBay? Thank you!

No, this is something the seller has to do.
The seller should take the international shipping option off his listings if he doesn't want to ship internationally (or learn how). If you've already purchased the item, the seller needs to refund your payment in full. If he doesn't, here's what to do...
Check the estimated delivery date shown in your Purchase History. When that date has passed, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. eBay will force the refund.
