UPS would not leave package at address due to Addressee Unknown
The person contacted us not knowing what to do. She went to the post office and they already sent it back.
She still wants the item, but if we issue a refund and she re buys we believe we will have the same issue. Thoughts? I have been trying to call ebay bit they say it is outside of their hours...what are their customer service hours? Thanks!

There is no need to call eBay. This is between you and the buyer.
You can refund the buyer for the purchase price (not including shipping if stated as a separate cost). Then you can relist the item so the buyer can repurchase it. Remind her to use the Change link below the displayed address at checkout to make any necessary corrections before submitting the payment.
