UPS Tracking Shows Delivered (‘Met Customer’) But Not to My Address – Different Ship-From State
This was an expensive item (~$280).
I purchased the item through eBay on February 17, 2026. The seller’s account indicated that he is located in California. According to the ebay page the item was shipped via UPS Ground on February 19, but no tracking information was initially provided.
On February 25, since I had not received the package, I contacted the seller requesting the tracking number. He did not respond. I had to wait until February 27 to open a claim with eBay, which I did.
On February 28, after the claim was opened, the seller finally responded and provided a UPS tracking number showing the item as delivered on February 21.
However, the tracking information shows the package was shipped from Pennsylvania (not California) on February 19 and delivered in Florida on February 21. The delivery status states “Met customer.” The package was never delivered to my address. There is no delivery photo, no signature confirmation, and nothing was left at my residence and i have cameras.
I have opened a claim with UPS, although I understand I am not the shipper. I have also opened a claim with eBay and notified my credit card company.
What else should I be doing at this point?

I'm sorry that happened. Since you notified your credit card company, eBay is limited in what it can do right now.
1) First, call the UPS to see if the tracking number label contained your name and your address.
a) If your name and correct address were on the label, ask UPS to review the GPS on the delivery, retrieve the item from the wrong house, and deliver it to you.
b) If your name and address weren't on that label, ask the UPS if they will put this in writing; it's helpful, but not required. (They won't tell you whose name *is* on the package, only that your name and address *is not*.) Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
2) Then, report the seller on eBay using this process
https://www.ebay.com/help/action?topicid=4022
Important, select "Suspicious seller activity"
then "Other"
Explain that the seller is using fake tracking numbers
Include these phrases
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Optional, File an Internet Crime IC3.gov case https://www.ic3.gov/Home/ComplaintChoice,
Save a copy of that report
4) Share any documentation you gathered with your credit card company. Request a refund. This is a 'fake tracking number' scam.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.
