UPS damaged an item I shipped via eBay label, how do I make a claim???

I shipped a perfect guitar to a buyer. The buyer reports that the guitar was damaged in shipping and has pictures to prove it. However the shipping label was created through eBay. When I try to make a claim on the UPS site it tells me I can't because I'm not the shipper. I WILL NOT EAT THE DAMAGE!!!!! How do I get UPS to pay for the damage?

Visit the UPS claims portal
Log in to your existing account, or create an account. It's important the email address associated with your UPS account is the same as the email address associated with your eBay account.
Enter required information, refer to the UPS Claims on UPS.com Seller guide for workflows for lost or damaged packages.

Thanks, I've tried this every which way but I keep getting this message:

Cannot submit claim.

Unfortunately, your claim cannot be submitted at this time. Please contact the shipper who requested that you submit this claim for further assistance. [UPS:E022]
