Updating email address that has been decommissioned

I am so frustrated with the lack of response to my issue here. I have been an eBay member since its inception. I have 1026 rating . I am unable to update to my new email. I have tried multiple times over this past year to get someone from eBay to help me. I am able to go to personal settings, edit email, even put in my new email. The thing that is frustrating is I get a notice on my eBay that a verification email is being sent to me new email. Nothing ever arrives. I know that my email is good to go because last night I called eBay support and the person was able to send me an email from eBay that I received into my new email. I have not sold items only bought due to not having an access to my email in the event that a buyer wants to contact me. Can someone help? I am trying to ratchet this up the line.
I have successfully updated my email to all my other correspondences so I know this is isolated to eBAY. I get the same responses on how to fix this, only to have it "forwarded on to tach" to which I get no response. Each time I call I try to get access to a supervisor. This is an issue that should be readily fixed with a push of a button. Does anyone have any ideas on how to get to another level of support. Half of the people that I talk with I can hardly understand,

Contact your email provider. It sounds like they are blocking the eBay confimatoin emails.
