Unreceived item not refunded
Seller issued a refund for the item not received, ebay closed the issue, seller then cancelled the refund -before- the credit posted to my credit card, but the purchase transaction is now closed in ebay. How do I get it reopened? How do I contact eBay Customer Service? All the steps in ebay lead to the closed purchase, from which there appears to be no way forward. I have shipper’s proof the item (which never came to me) was returned to seller. I have no item, no refund and a closed issue in ebay.
How does a seller cancel a refund transaction which was pending in my credit card account?

I recommend contacting customer service on social media for help with this.
Contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
