- unpaid item situation.
- i was short of the tax to pay for a said item. - things happen ! - i do pay for stuff that never Show up ! - although i get my money back ! - is it right for eBay to have these sellers on here / that never mail off stuff to the buyer ?
- e bay never contacts me on if they even did anything to the seller !
- What about Alstate insurance policy ! - They Owe Me ! - does e bay ever step up to Plate to help me in this matter ! - NEVER ! - **bleep** POOR BUSINESS ! - and im thinking about sueing them ! 😀✨

You have several different situations in your post, I will try to sort them out.

When you order/purchase an item on Ebay, you must pay for the item or else the seller may cancel the transaction due to "buyer didn't pay", resulting in an Unpaid Item "Strike" on your account.

No, it is not "right", You would need to go through Refund Request process due to "Item Not Received".

Ebay will notify you regarding the status of your Refund Request. The seller will receive a defect on their selling account if the Refund Requests concludes with a refund being issued to you.

You would need to contact Allstate to inquire about a refund...NOT Ebay.
