You have 4 days from date of purchase to pay for your auction wins/purchases. If it has been longer than that, the seller can file a transaction cancellation due to "Buyer didn't pay" so you will no longer be able to pay for the item(s) and you will be assessed an unpaid item "strike" on your account due the causing a transaction to be cancelled due to non-payment.
Per Ebay:
When you bid on or buy an item, you're agreeing to the rules we've put in place for our community. A bid is a binding contract that's active until an auction-style listing ends. Once you place a bid, you need to pay for the item if you're the winning bidder.
