uninsured item sent
Help, I purchased a beautiful necklace, seller sent by way of usps uninsured, item has not arrived. Seller told me not their responsibilty as I did not request insurance. Value of this item is $ 1500 . Am I responsible?

No, the seller is responsible. The insurance protects him - you have the money back guarantee.
After the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.
Since the item was over $750, he must provide tracking that shows delivery with a signature.

Did you purchase the necklace direct from the Seller or did it first go through the eBay Authenticity Guarantee Program?
Either way, if you go to the Order Details for this transaction, you will see the estimated delivery date. Once it is one day past that date, I strongly recommend that you open an Item Not Received refund request. The Seller is required to respond within three business days with either a valid tracking number showing its about to be delivered or a full refund. If you have not heard back, on the 4th day, go back to your request and ask eBay to step in and force the refund.
The Seller is absolutely responsible and it was up to them to purchase additional insurance. They need to file a claim with the carrier.
Don't let this Seller bully you or string you along. And definitely do not close your request if they tell you to.
