Buyers can only pay what is set up in the listing. You set up the listing, so either you didn't weight the packaged item correctly or you didn't measure properly. Sorry, but the difference must come out of your pocket because you are not allowed to ask the buyer for more money. We have all been there and it's a lesson all sellers learn.
The seller is responsible for putting in the correct size and weight of the package they want to ship.
These details are added to the listing and the buyer pays what the seller advertised.
If you did not charge enough for shipping, you will need to absorb the extra cost to ship the item.
Not the buyer.
When you list items, use calculated shipping and add the size and weight of the packaged item at the time of listing. This will assure you get accurate payment for shipping when the buyer purchases the item.
