Undelivered items
Many of the items i order on Ebay do not get delivered. You need to let your vendors know that if they dont deliver they become ineligible to sell on ebay.

You are covered by the eBay Money Back Guarantee.
The refund request goes on the sellers record and if they don't refund willingly they receive a defect. Just a few defects and a seller is charged higher fees and then banned if they don't improve.
Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date . If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

4 business days after you file the refund request ask eBay to step in and help if the seller has not refunded you.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.

Check the estimated delivery date shown in your Purchase History. When that date has passed, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. eBay will force the refund.
