unable to upload documents and sent to eBay per their request

Question

I submitted my privilege tax license, but eBay is requesting for F0003. I am unable to upload for and do not know where to mail. I have tried to contact eBay via help, but it is a vicious circle and not help available for how to upload or address to mail request.

Are you trying to file a tax exempt document for buying?

I have not heard of a tax exemption for selling. eBay collects and remits the sales tax to the buyers states.
