Unable to update email address

“My eBay account's email address is showing as a random alphanumeric address ending in @reclaimed.ebay.com. I am trying to add my actual email address, but eBay says it is already taken. When I try to add another Outlook address, eBay says it sends a verification code, but the code never arrives. My Outlook account is receiving other emails normally. I need the reclaimed email on my account corrected.”
