unable to talk to live e-bay agent
I pre-ordered the 1776-2026 U S Constitution Quarter Rolls P & D
on March 27, 2026 and then a routing number was sent and the order showed delivered
on June 15, 2026 and the U S Mint did not release the coin until Aug. 26, 2026.
I did not get the coin, and I asked the seller for a refund, but the seller has not
answered back and I was unable to talk to alive e-bay agant.

Sellers of presale items are required to provide the exact date the item becomes available in the listing and are also required to ship within 40 business days of the sale. But buyers must know about the policy in order to use the Money Back Guarantee in the time allowed.
On eBay, buyers have up to thirty days from the last estimated delivery date shown at the time of purchase to file a case. After that, eBay can no longer help.

PayPal and many credit cards provide some protection for up to 180 days from the time of purchase. Check with your card issuer to see if you have any options remaining. Once your credit card protection expires your options are limited.
If the seller provided tracking that appeared to show delivery but nothing was received, you may be the victim of "false tracking", which you would have to take up with your payment provider at this point.
