Unable to SUBMIT a Return - Website NOT WORKING

Question

I tried to submit a return request, but it will not work unless I upload a picture. I DO NOT HAVE A PICTURE TO UPLOAD & I CAN'T TAKE PICTURES ON MY COMPUTER. I also tried to find a phone number to get help from eBay, but I can't find a phone number or a chat feature ANYWHERE. PLEASE HELP!

You cannot call directly, but you can request a call back from eBay if you are in the US:
