Due to technical difficulties Ebay will not print a return label. When in the hell will this be fixed?

Did you already receive a refund? If so, the link to the label will no longer work. Typically if the seller refunds prior to receiving the item back it means the seller does not want to pay for return shipping.
Otherwise, try using a different browser to rule out a browser issue, and be sure you are signed in to the correct eBay account when printing the label from an email link.
