Unable to post negative feedback on buyer
eBay won’t allow me to post negative feedback on a buyer. My only feedback option is “positive”.

Sellers cannot leave negative feedback for any reason. Only positive (green dot) feedback is available. Also, do not leave a "negative comment" along with the positive (green dot) feedback.

If the buyer acted against policy, you can report them, instead.

That's correct. Sellers have not been allowed to leave buyers anything but positive (ratings AND comments) feedback since 2008.
If you had a problem with a buyer, there are other actions you may be able to take. If you like, you can post your problem here for advice from experienced mentors.

In 2008 eBay took away that ability from Sellers. Sellers can only leave Positive and cannot put a negative statement in it either. Use the Report Buyer link on the sold item to alert eBay of a problem.
Of the 6 Feedbacks you have left for other Sellers 4 are Negative, 1 is Neutral and 1 is Positive. Everyone can see the type of FB you leave for others, it may not be the best reflection on your account.
