Unable to open a dispute

I have not received an order and have been unable to open a dispute with eBay. It says there is a hiccup in the system and to try again later. Please assist

Make sure that the last estimated delivery date in your Purchase history has passed by at least 1 day. You have up to 30 days past the last estimated delivery date, but I wouldn't wait that long.

Are you using a desktop browser?

Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. At least a couple of users have indicated that they were able to successfully start an "item not received" case through the app when the browser link gave that error message.
