Unable to list my product for sale

Hello,
I created an account and created my items I wish to sell. When I go to publish the below error message pops up. I go to my messages and it says All Clear?
Any ideas on how to correct this?

Click contact us at the bottom of the page. Next Type Restricted Account in the chat box on the lower right. After the chat bot replies Type AGENT so you that you can request a call back or chat with a live agent. You may have to repeat the last two steps.
