You should be able to leave feedback on a purchase within 90 days of the transaction date. For Negative feedback you need to wait 7 days after the item is delivered. Outside of those two stipulations, you should be able to leave feedback, unless the transaction was canceled prior to shipment, or If there was a problem and the item was returned as there are some situations in returns where feedback won't be possible.
