Unable to Generate Label

I thought my shipping settings were all set to include all destinations but Hong Kong was not eligible for some reason. I got that figured out by turning off the Ebay International Shipping option and then the customer in Hong Kong was able to purchase and have it shipped via "eBay International Standard Delivery". However, I'm trying to generate the label and keep getting "Something went wrong and we were not able to generate the label." The package details are correct, the customs form is filled out, the only thing I can think is maybe the address is wrong but I've tried formatting multiple ways. What could be going on? This sale has been a headache trying to get settings correct so they could purchase and now I can't get the label.

The item may be restricted from shipping to that country. Prohibited and restricted items | eBay
