Unable to bid on an item because of previous purchase

I tried to bid on several items from a seller I purchased from earlier. When I tried to bid I received a message telling me "Sorry you are not allowed to purchase this item. This item is only available to buyers who have not purchased 1 or more items from this seller in the past 10 days". When I contacted the seller about it they informed me that they knew nothing about this limitation. Why do I get this message?

Hi @cw_operator

The seller has the Buyer Requirement setting turned on to display this message. If he didn't intend to have it turned on, he can turn it off at this link:

https://www.ebay.com/bmgt/buyerrequirements

Here's a screenshot of the setting (he needs to uncheck the highlighted box):
