To figure out the issue, you will have to determine what is different between your laptop and your phone. Using a different eBay account? Different shipping location? Different network connection? Different seller? Different listing?
What exactly happens when you try to bid using your laptop? How far do you get? What error do you see or what stops you? What operating system version does your laptop use? Any difference if you try another browser, or if you disable add-ons?
