Unable to activate the Ebay International shipping program

Question

I received a request from France to buy a model airplane kit but I am unable to activate International shipping. I am enrolled so should be available to my buyers. I even tried creating a new listing but still no option to activate the ebay International shipping program. Why is the ebay International shipping program not available? Anyone else have this problem?

You can check your own listings to see what ships where on the Shipping, Returns, and Payments tab (click the Change Country box down arrow to see which countries are included for that listing) of the full website.
