two things
Hello!
1. When someone purchases multiple items through offers and then I combine items to ship, how do I refund excess shipping fees AND does eBay still get a percentage of the fees I "refund"?
2. When I relist items, shouldn't insertion fees come up before I hit "relist"? Is there a way to get those feeds refunded if I submitted those without being aware I owed insertion fees?

Select send refund from the drop down menu next to the item. I like to take a bit off of each item in case of return cases. eBay does prorate your fees on the refund.
#2 You should be seeing a fee at the bottom of the screen before you hit submit if you do not have anymore free listings for the month OR if you chose to use an Optional Listing Upgrade. Any fees shown there are due even if the item doesn't sell.
Looking at the quantity of listings active and sold it doesn't appear that you have gone over your 250 allotment for the month unless you ended listings that were not relisted.
