One or of the bidders placed a max bid (for the most the buyer was willing to pay) and eBay used enough of the max to keep the bidder in the lead until the max was used up or the auction ended. In the event of a tie, the bidder who bid that amount first wins. You can click on the number of bids on the listing to review the bid history to see how this works.

it is not the case. If the bidding is not valid it should not be accepted.

In the event of a tie, the earlier received bid wins the auction. If you and the other bidder both placed automatic bids for the same amount and when you bid the price was lower, their bid being received first won. You could have won the auction had you bid $70.01 as long as the penny more was over the minimum bid increment that had to be placed. eBay posts the winning bid at the top. It's not the last bid that wins, it's the high bid. in the event of a tie, the bidder who bids first wins.
As I explained in my previous response, your competitor placed a bid for at least $70 prior to your bid. Once your bid was placed, eBay used as much of the winner's max bid to either tie yours or keep him in the lead.
The best way to win more auctions is to bid once and bid the maximum you are willing to pay (plus a few cents to help if there is a tie).
