Unfortunately that is a Seller account setting, not something Customers can turn ON or OFF.
You can message the Seller and ask them if they know it is turned ON and if they would be willing to turn it OFF.
As a customer, you have one hour after an Accepted offer to change the payment method, missing that window means you have to use the method entered at the time of the offer when Auto-pay is ON.
Don't blame all Sellers for using that setting, first, for New Sellers it is a good feature and cuts down on scams. Next, eBay rolled it out to selling accounts with NO notification and the default setting is ON so may Sellers don't even know it is turned on because they never see what customers are doing.
And finally, do not hesitate to request a callback from eBay to let them know your opinion on the Auto-pay feature: eBay Customer Service
Only a seller can do this as it is their option. Many will not do this since it is protection from a non paying buyer. Contact the seller and ask them if they will do this for you.
