Trying to file a PIP-Claim - Help! - 'There is no shipping insured for this trackingNumber'

Has anyone made my mistake and refunded a buyer for an item that was sold via GSP? Don't do it. The item was damaged in transit and I refunded the buyer thinking that I would be reimbursed by ebay, but I made the mistake of refunding them rather than waiting for ebay to intervene. I won't make that mistake again. I tried to get my money back but I was informed that because I had refunded the buyer the matter was closed and ebay couldn't reimburse me, but I was offered a glimmer of hope, make a PIP-Claim. Has anyone else tried this? I used the global tracking number provided by ebay. That is the tracking number provided once the package has left the GSP center, but when trying to submit the form a red error message comes up saying "TrackingNumber-There is no shipping insured for this trackingNumber.' So I went back to ebay to chat to an agent to find out if there was another tracking number, but there doesn't appear to be one and the agents don't have an answer for why the item isn't insured when it should be. I'm told they can normally do a manual refund request, but because the sale was in the USA and I am UK based I have to go through a US agent. Everytime I contact the agent in the UK I am told that the matter is being transferred and I will be called or emailed, I am yet to be contacted and I first raised the issue a month ago. Has anyone else had this problem and is there a way to resolve it? Am I wasting my time trying?
