Trouble with refund
A recent purchase from China did not match the seller's description. I'm trying to return it and the seller provided an address (in Chinese) but no shipping label. eBay is saying return information was provided (no mention of a label). I believe the seller is responsible for the return postage, as the item did not match the description. The seller was willing to refund the price, but only if I changed my review from negative to positive, which is against eBay policy. I cannot get a live agent to talk to, but keep getting the a recorded message that sends a text and then hangs up. The text -- and even a call-back -- brings me back to the same recorded message.

@comics-scifi-collectibles It's related to an INAD, the OP first line "A recent purchase from China did not match the seller's description...".
Also when it was stated Ebay says a return label was provided, it was not clear as to how that communicated...yes it may have been thru the result of opening a claim (but it is unclear).

International returns are trickier than domestic returns. Especially knowing that you have to use Priority to some countries.

Mentor1 year ago@patri-rubl.I help many members with international returns and know the policy better than many of the agents.
I recommend contacting customer service on social media and tell them that the seller did not provide a VALID return label. Social media agents are more experienced.
Also all returns to China MUST ship using Priority Mail to have tracking proof of delivery. Without tracking proof of delivery eBay can't force the seller to refund.
Sellers in other countries have to send you the money to your PayPal account to purchase a return label. They can't provide a return label. Do NOT pay return shipping yourself and expect to be refunded for it even if an agent says to. It is not possible for eBay to force a refund from the seller for more than the original total sale amount.
Contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.

One more note...
If you do have to purchase a return label you'll need to ask customer service to add the tracking number to the case.
The tracking must be uploaded to return request but you can't add it yourself since it was already assigned a tracking number.

Contact the seller first and re-iterate their Return policy (if you saw that they pay for the return w/in X days). If you don't get any response, open a INAD claim. Do this by filing a case so you can protect your money, sometimes this happens to customers.
You need to open an INAD (Item Not As Described) claim.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find this transaction. Look what the estimated time of arrival window is on your purchase. When it is one day past the last date, then file an INR claim.
That will protect you and your money. Follow the instructions that will appear on your screen. All the information will be there.

you’re telling the OP to open an item NOT RECEIVED case for an item they received. That will mess them up on this, as it’s the wrong case.

You accidentally provided the steps to file a not received refund request after correctly stating a INAD is required.
I believe that the buyer already opened a not as described return request. That's why eBay said that the seller provided return information.
