Trouble on adding payment from credit card ( different with billing address )

Dear All,

Please help me with any suggestions,

from the state / province option there's a glitch..

I tried to pick my state but it keeps jumping to another state.

I have been asking the customer service about the matter...

they ask the screen shot but the picture didn't get thru...

(I have resubmit with .png .pdf .jpg still all can't be opened by them)
