Transaction fees

Hey everyone. Im newer to selling on eBay. 1 month and about a week in and and I feel we are doing ok. Here is my question. When is comes to the Promotional rate. I just looked at a detailed view of an item..

Item price$9.99

Shipping and handling$7.00
Sales tax$1.19

Fees based on$18.18

The fee was calculated including the taxes!?! My question is how long has the fee been assessed on sales tax? How is is fair to charge me for something Ive never taken in or even see in my revenue to calculate their fee? Is this standard practice?

@vaulthausus I know it's surprising but all funds processor charge their fees based on the TOTAL, this includes, item price, shipping, and taxes.

Paypal did the same thing before eBay started Managed Payments

Your "available funds" are a running total, so there may be other fees from other listings and sales intermingled. Each payout can cover multiple transactions.
