Hi @praise4adonai No, do not refund since you have proof of delivery. If the buyer opens an Item Not Received case, make sure you copy/paste the tracking number into your case response before the deadline eBay gives you. If the tracking shows delivered, eBay will then reject the claim and not require you to refund.
Send the buyer a message: Please contact your local post office to ask about your package, and alert them in case it was stolen. USPS tracking includes GPS data so they will be able to tell where and when they delivered your package.
If tracking proves delivery to the buyer's zip code, eBay will side with you if the buyer requests a refund and remove any negative feedback.
Suggest the buyer they can contact their post office and ask them to check their GPS to locate the exact delivery location.
If it was not delivered to them, they need written proof. They can request a refund from you, and use the proof for an appeal after a rejection.
If it was stolen after delivery, they can report the criminal activity in their neighborhood to the police. For an expensive item, they can check to see if it's worthwhile to claim on treir homeowner's insurance.
