The seller may have purchased shipping through another source rather than eBay, so it doesn't mean it wasn't shipped. Those don't upload tracking automatically. I knew of one seller who shipped everything with tracking but didn't upload the numbers. Then when a dishonest buyer would claim they didn't get the item, they would upload proof that it was delivered.
Shipping with tracking isn't required, but it one of the few seller protections we have, so I would never ship without it.
