Tracking indicates delivered, buyer claims not received.
I don't think there is anything I can do in this case. Tracking indicates delivered, buyer reported problem. Buyer acknowledges tracking says delivered, but says he did not receive.
I replied to buyer, but wondering if any other suggestions.

Was the item sent using eBay Standard Envelope shipping? If so eBay standard envelope (ESE) shipping does have tracking but it is not the same as the USPS tracking on packages.
It is a form of contracted business metered mail (similar to other forms of metered mail, such as utility bills, credit card bills, etc). It will not get an acceptance scan from USPS at the counter or by the letter carrier. As the envelope is processed through the system any scans are recorded in the tracking information.
Metered mail is marked as delivered once it reaches the regional sorting facility, not the buyers address. It can take several days for the envelope to be delivered to the buyer after the delivered scan. When a buyer messages that the tracking shows delivered but they did not get it you can let them know about the difference in tracking and the envelope should be delivered in a couple of days.
