What type of item did you buy? Some items qualify for the eBay Standard Envelope shipping which is a slow low cost metered mail that can only be read by the sorting equipment.
You are covered by the eBay money back guarantee if the item is late arriving
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late. If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
