eBay charged the buyer less than money for shipping than it will cost seller

The buyer pays whatever the seller has indicated as shipping charges on the listing page.

If the seller has entered the wrong shipping charges, it would be up to the seller to pay the difference.

Seller needs to use Calculated Shipping so that the shipping charges to the buyer are correct.

Here's how to use calculated shipping when listing your items:

In the Shipping section of your listing, select Calculated: Cost varies by buyer location.
Next to Services, select Calculate Shipping.
In Package details in the Shipping Calculator, enter your package type, dimensions, and weight. If you're selling an irregularly shaped item, estimate its dimensions by measuring a box you can fit it in.
In the Your details section, enter your ZIP code and any handling fees.
Select Calculate shipping.
Select the shipping services you want to offer, and drag them into the order you want buyers to see them.
Select Offer shipping services.
Complete your listing.

The box was accurately sized and weighed for a calculated shipping costs. eBay charged the buyer $19 and charged me $36
