·3 years agoA buyer cannot cancel even 1 second after s/he commits to buy the item (or wins it if s/he wins by bid or Best Offer). The seller chooses whether or not to cancel, the buyer only makes a request. What the wording refers to is a special procedure for requests to cancel in the first hour where the seller is given 3 days to accept or reject it, and unless the seller accepts it within the 3 days or the seller doesn't respond within the 3 days (and then only if the buyer hasn't paid by then) does the cancellation go through.
The time for a buyer to "cancel" is before s/he commits to buy the item, not 4 hours or 1 hour or 1 second after. You have no right to cancel even if the item hasn't shipped. If you don't get a package from the seller by the time the estimated delivery date you were given when you paid has fully passed, go to your Purchase History for that item, click the link for more options and select that you haven't received the item, then follow instructions from there. If you haven't gotten the item as described or a full refund after 3 days (but before 21 days) from doing so go back and you should find a link to "Ask eBay to step in" to get your refund.
