To verify my eBay account
It’s making me enter a card number then saying I have to have $500 in it but I can’t use my cashapp and it seems like a scam

That sounds like a scam. Don't enter your card based on a link in an email or a scammy sounding eBay message.
If eBay needs something, you will see it when you log into eBay.
Note: You can't have payouts go to cashapp. They must go to a bank checking account.
