Are you using a VPN, hotspot or Starlink network? Any of those can cause verification issues.
If that is not the problem, try another browser. If another browser has fewer verification issues, try manually erasing just your eBay cookies in the original browser, one time to see if that helps.
Check your settings to make sure you are not blocking cookies.
If none of that applies, eBay may have noticed a suspicious pattern of attempts to sign in to your account from different locations.
If you are not doing anything suspicious, then perhaps someone else is.
