To eBay sellers
To eBay sellers: I'm writing again. You are losing sales due to the high cost of eBay International Shipping when you can ship from the United States to Puerto Rico via USPS for 75% less. Are you obligated to ship via eBay International Shipping? If your answer is yes, we in Puerto Rico do not support it. According to USPS, we are not international; we are domestic, Zone 9.

No: eBay sellers are neither required nor obligated to ship to Puerto Rico via eBay International Shipping.
Conversely, eBay buyers in Puerto Rico are not obligated to accept shipping via eBay International Shipping.
My eBay selling ID would be delighted to ship one of her listed items directly to you in Puerto Rico, if you buy it. My guess is you aren't interested in buying any of those items, though.

I agree that Puerto Rico is part of the US … so there’s no need to use international shipping to ship to PR from the mainland.
