Tire purchased then seller tried to change shipping rate after payment and charge more
I purchased a spare tire. After paying for the tire, shipping and taxes I was contacted by the seller about a week later saying the shipping was not advertised correctly and it would be approximately 10 time the original shipping amount. And that I would have to pay this additional shipping or cancel the order.
is this a scam? If I already paid for the agree upon shipping and cost are sellers aloud to go back on this agreement?

If they cancel the purchase saying you initiated the cancellation report this to eBay and refer them to the message that asked for additional shipping charges.
